Pre Black Dip Parkerizing Solution

Is this stuff supposed to be a concentrated solution? Midway only sells it by the quart and it would take a lot of them to fill a dipping tank. Not very economical.

I understand that Muriatic acid(Hydrochloric acid) does exactly the same thing.
