While it IS theoretically possible with enough time and money and a skilled smith, the simple answer to your question is that practically, no. You should not take a barrel chambered for one round and use it on a rifle that fires a totally different round.
If you want the PSL, buy one and shoot the larger round. Unless you are shooting for sub MOA groups, changing the barrel is unlikely to make any noticible difference in accuracy on the AK platform.
Take the money you would be spending on a smith and buy a Remington 700 or savage bolt gun or a high-end AR and you will get MUCH better accuracy.
