Yes 80% can be completed by an FFL with the 07SOT
They complete it
They add a serial #
They get to pay the 11% federal manufacturing tax
They then get to dros to you as a new firearm.

Sad. These "laws" are exactly why they are there. To make felons out of law abiding gun owners who dont have time or plain just don't the current laws.

in CA, yes, which means making 3 of them and submitting samples to DOJ, etc. So no, this is not a loophole around the roster. Legally, paying an 07 to cut out an 80% is the same as buying a 100%, because at that point you are in fact buying a 100%. It will be engraved with that 07's info and a serial just like a 100% from Anderson or anyone else. It's DROS'ed as a new manufacture, and therefore the roster applies.Comment
