    CFARS/USNA application for 80% lower

    Can somebody please help to properly fill that out?

    I'm going to build an AR-10 6.5CM using a bare aluminum 80% arms lower. I haven't decided on the upper yet. Can I serialize & machine the lower now and put an upper on it later? There is a "Receiver Only" box in that form. What happens if I answer "YES"? Will I be able to build a rifle out of it?

    Also, what is a step by step process?
    1) I fill out the USNA form and I put 30 days from now date in "Date of Manufacture".
    2) Once approved, I have 10 days to engrave a serial number.
    3) I send a picture of the serial number to the DOJ.
    4) After that I have (how many?) days finish the machining of the lower.
    5) I send a picture of the completed lower to the DOJ.
    6) After that I can put whatever upper I want at whatever time I want? (given that barrel length and featureless aspects are compliant with CA).

    Correct?

    Ideally, I want to finish the lower, put someone's else upper on it just to see how it works and only after that invest into my own upper.

    I'm building an 80% only for sake of building an 80%. I'm not interested in paper trail-less side of it.

    Any information will be greatly appreciated!
