I know this has been debated to the high heavens, but do you have a link to any rule that says a person may not use another private individual's tools to make a firearm?

I've never seen anything myself that says I can't have a friend come over and use my drill press or jig to finish a firearm.

Yeah it's only if there is compensation involved.

The #1 reason I say use your own tools on your own property. Is because I'm not opening my garage as a non profit DIY center. Sorry, you want access to my tools and experience the shop rate is $75 per hour with a two hour minimum. And none of my stuff is for rent, I do the work. But just to be clear as I've had this happen before I DO NOT WORK ON FRAMES OR RECEIVERS PERIOD. To many F'n scumbags can read or think they can just hit me up to do illegal crap. I even offered machine operation classes and everyone thought I was doing an underground 80% build party. Morons.

Sorry guys Just as with the ATF letter, to many idiots have ruined it for the rest of us.

That was my interpretation, too. I'm not in the business of making firearms, so if one of my buddy's wants to come over and use some of my stuff then I think I'm on safe footing with the ATF. On the other hand, I value my personal property, so I'm not inviting the public to my garage.
