    Registering your 80% Lower Reciever

I found an engraver to engrave the information onto my lower, but I am confused on the serial number part.

I want to register it to DOJ and get a serial number from them. What paperwork do I need to send in to get this number?

Or Do I just put in my own number?

I know the last day to have it registered is dec 31st, 2016 in order to keep it as an assault weapon.

I am looking to build an ar-15 or ar10

How long is the process and what are the steps.

The 80% has not been milled out yet.

    Thanks ahead of times guy!

AR-10's and AR-15's are very different.
May want to re-post in the "how CA laws apply to me" section.

Use search all 80% info in one thread. You provide your own number till 2018. Welcome newbie use search like I said. Don't get a polymer 80% ever.

You can pick any number now. Starting 2017 (^^above says 2018, I forget now) you will have to apply for a serial number that they will assign you to put on.

For salty weapons you have until dec 31st for it to be still elgible to be a RAW.

Put 2 and 2 together and you can pick any number for your salty registration

The 80% needs to be milled out and completed before the end of 2016.
You make up your own serial number.
Then you can register it before the end of 2017.
DOJ has not made the registration website available yet.

OP, it will be a lot easier finding someone to engrave your lower while it's still 80%. Once it's a firearm the choices are limited.

It would be a lot easier to....

                      1. read up on what Federal law requires as far as marking a firearm.
                      2. Mark that damn thing.
                      3. AS LONG AS YOU MARK IT AND IT'S FEATURELESS YOU DON'T NEED TO REGISTER. So long as you perform all this before the due dates.

add the fact that if receiver is polymer a 3.7 ounce stainless plate with info must be embedded in such a fashion as removal will render firearm inoperable. Only way I see this as doable is to embed over fcg hole are and drill holes thru plate. If plate removed no holes in side of receiver.

I don't even know where to begin.

Like no mention that registration is not required. Registering now is not registering as a RAW, and if you keep your weapon in a bullet button configuration you will still need to register as an Assault weapon down the road.

the whole "I have to register it before 2017 or i can't do anything"... Yeah that's BS. You can buy 1000 lowers. Machine them all before midnight December 31 2016, and still not have to register a damn thing,

Written right into the law there is an exemption for possession of a Bullet buttoned rifles after 2016, the law makes no specific reference to a Home build. Home builds are still not required to be registered. Separate law on marking firearms and not to be confused with the AW registration.

All firearms not exempted must be marked in accordance with federal law before July 1st 2018, No paper work need be submitted to the state. no registration is required, Just rock and roll as usual you just have a serial number on your 80% now that's all.

And your date is incorrect it's July 1 2018 not June

Again there is a simple way around this crap and you make no mention of it.

                            1. Convert to featureless
                            2. Serialized before the required date
                            3. DO NOT VOLUNTARILY REGISTER
                            4. Yes it's all legal

So you are saying that If I built an 80% lower and added pistol grips, adjustable stocks with a bullet button after JAN 1st 2017, I can still register that rifle as a "RAW" by the end of the year in 2017?

I live in the Bay Area so there is a market for registered lowers. People prefer this over 80% since California has some pretty weird laws.

The people I know just want to make sure so they don't get in trouble for anything and also want to be able to bring their rifle to the range.

They rather have bought a %100 lower receiver, but time is running out to have a cool ar-15 with features.

Featureless is going to be an option, but there are a large group of people wanting these ar15 with features.

Of course you don't have to register it, but this guide is for people who want the state to know and to be congruent with the law.

I really appreciate you for the information. I am just trying to be clear as possible. I also changed the date, I had it in my notes also, but I wrote this article late last night.
