PSL scope mount help

I recently found a PSL for a decent deal, but it didn't have a scope. I found a PSL scope on Gunbroker and bought it. Fat forward to yesterday when the scope arrived, I discovered that the scope didn't fit the rail.

Turns out that I have one of the CFS builds with the unfinished scope rail, like this:

Have anybody here have dealt with this or know of a gunsmith in Southern California that might be able to help out?

I had a similar issue. Ar15barrels fixed it for me. Randall has a special 3 angle file with a doll side to cut a rail. There is a name for that file but I don't remember.
