In El Monte but can engrave 80 & 100% receivers. Don't have to be present either

This is a gray area. ATF and an attorney I spoke with say even if you are present the business should have an FFL, when dealing with 100%. But, how are they ever going to be inspected if they aren't on the "radar" anyways. The FFL just doesn't have to log-in the firearm if you are present.

We CNC engrave 80% (incomplete) lowers, too. No 100% yet, CNC is offsite.
