Some (including I) have misunderstood this to mean the BATFE can write law or regulation. They can not actually, but no one has successfully stopped them but the people as in the case of AP ammo ban on 5.56 surplus ammo.
There is nothing in the Regulations specifically outlining what you can and cannot do.. Just a letter of advisement from the BATFE.
So you can interpret the regs any way you like but the BATFE will be called as advisors and expert witness to the case.
So choose your steps carefullyComment

Put another way, this has not been tried in a court of law and there is currently no case law that proves one way or the other if what the BATFE states in the letter is within the legal code of the law.
kc gives good advice in saying to choose your steps carefully, which goes to say that most people here don't want to be the test case.
There's a lot of edge cases and interpreting the law into them is difficult at best.
Suffice to say that the easiest way to interpret the letter is to have all of your own machines and tools and do all of the work on your property that is under your control. This can present no confusion in the law and/or the BATFE letter.
There was a reason for the BATFE letter and a problem it was trying to solve. That being that commercial machine shops were offering to "assist" unlicensed individuals the ability to finish 80% lowers/receivers into firearms, and by law that is illegal. By law, unlicensed individuals have the right to manufacture firearms for personal use for themselves per the GCA68, and nothing more, and also nothing less.
Anyone that doesn't feel comfortable in interpreting the law for themselves should seek advice from a 2A Lawyer.sigpic--------- liber --------
