If a Norinco Sporter was purchased in 1994 February, does it need a Bullet Button?

I think all Norinco's were banned by name. A bullet button will not make it legal. To be sure, check the "CA Semiauto Ban(AW) ID Flowchart". Click on the link up above (in the blue strip, to the right of Home and right under My ITrader).

PS - If it is banned by name, and I'm pretty sure it is, we'll assume that it is out of state and will never be mentioned again.

I should have mentioned that and it didn't strike me but yeah I believe ALL norincos are banned by name and have been since 1989

It is not mine. I am not in possession of it. Friend's father died he is inheriting it and he has a receipt from February of 94 from a local gun shop in California. I believe the akm 90 Sporter was their way around the Norinco ban?

Yes, you are right, the Sporter was a workaround for the CA 1989 & Fed 1994 AWB. However, the CA Nazi's corrected their oversight and added it to the CA list in 2000, if I remember this correctly. See the AWB flowchart & list in the link that I mentioned above.
