We have a plater here in SD that has an FFL, they have and will take finished 80% lowers frames or whatever. Out of state makes no difference as they are licensed.
I would reason to guess if you could get 20 people involved it would be about $20 per frame or a $400 total job
I for one would never going a group buy. I'll pay my own way and not rely on someone else to flake out and not follow through.

1 As long as the shop has an FFL or does the work the same day while you wait, it is legal.
3 depends on the number of pieces.
4 depends on if the shop has an ffl and wants to accept individual shipments on a combined job. Most group buys work because one individual does the compiling of all the work into one batch and then submits it to the shop. That would not work for out-of-state/area people unless the organizer has an FFL as well.
5 all pieces in an anodizing lot should be the exact same alloy so as long as everyone had items made of the exact same alloy, it should not matter what the shape is.
6 for tracking purposes, each piece needs some specific identifying feature. A name or serial number would be easiest.Randall Rausch
