80% Pipe dreams

I had an idea for an "80" bolt action rifle that would use ar15 barrel /barrel nut locking / free float handguard and ar15 bolt head (gas port can be blocked with sleeve and set screw or off center lopro gas block). This would be a better idea as just an upper reciever though, thats strictly traditional bolt action, short action. Im not sure of all the advantages of a fully locked bolt during firing on an AR will contribute to accuracy though. It was just an idea.

why does a bolt action need a gas block?

If using a standard ar barrel the gas port is still present, so that needs to be covered/sealed.
