3-gun / rifle competitions in CA

Just moved to SOCAL from TX so please excuse the apparent clueless questions.
Regarding novice level competitions (I'm assuming they exist here?):
    1) How likely is it to see someone running a rifle or box fed shotgun without a 'bullet button' type device installed?
    2) If the answer to 1) = 'likely', then what are the chances of seeing that person being questioned by some state LE agency at the event?

    1) Not likely, because everyone wants to comply with CA law, but many local clubs run a 3 gun Bullet Button Division. Not sure what you mean by novice level?

    2) If you are legal, why would any LEO question that?

You should come out to one of the local matches and check it out for yourself as to what folks are doing/using.
