I hope this is the correct forum, if not please let me know. Does anyone know if exploding targets are legal to use in PRK (CA)? Like the ones I see for sale at atlantic firearms, and if so can they be shipped to my door?

No, exploding targets like Tannerite are not legal in CA and people (including at least one CGN member) have been prosecuted for possession and use:

The California Health and Safety Code Section contains a broad definition of fireworks including devices that produce, by combustion, an audio or visual effect for entertainment.

I am unclear if a very small sold-as-exploding-target assembly (labelled as such, in a little orange box or sprayed on to a cardboard disc, etc.) that goes 'poof' may or may not be considered illegal.
I am quite confident that large jugs of A + B Tannerite, etc. compound have, can and will be seen as violations of DD laws - separated or mixed. (Separated components of resultant compound appear to have constructive possession associated with their "control and possession".)
Explosive can be defined as the compounds necessary for a chemical reaction resulting in sudden rapid gas expansion, heat release etc. Tannerite etc easily fall into this category. "How mild it is" on a relative scale is irrelevant - the operative question might be, "would you want a pound of Tannerite to 'go off' in your hand or face?"
There may also handwavingly exist a weird situation where the explosive not in a sealed container "may not be as/so bad", and the separated components could actually be worse.
Remember that there is phrasing in CA DD law that bans CO2 bombs (dry ice in water in a jug) so there's no way big jugs of stuff that do far bigger booms are gonna be acceptable.
Yes, park rangers etc may actually like to see this stuff going off and laugh it off with you. Don't expect knowledge of the law.
You can bet that if a fire is started or someone calls in "somebody's playing with dynamite" that some actions will be taken.
The SoCal Calgunner I know that was popped for Tannerite several years ago thought he'd miss out on the OLL window. He risked felony issues and only with good expen$ive lawyering did he stay out of jail and get things down to an 18 month firearms prohibition.

Good thing I posted, yes they look illegal in PRK, also I am going to have to perform several million citizen arrests since by CA law every vehicle owner in this state are committing felonies by owning them. Then I need to turn myself in. If you read the law regarding explosives "12312PC. Every person who possesses any substance, material, or any combination of substances or materials, with the intent to make any destructive device or any explosive without first obtaining a valid permit to make such destructive device or explosive, is guilty of a felony, and is punishable by imprisonment in the state prison for two, three, or four years."
I am wondering who to start with (I have a few ideas)... It does sound a little outlandish and far-fetched but internal combustion engine is a contained explosion and I think we all know how some DA's like to push the technicalities.
