not necessarily the size/price/color, but for function, is it better or equivalent to electronic noise-cancelling earmuffs?

No where near electronic muffs. I wear them under my sordins.

so, whats their perk? what makes them even desirable?

They are comfortable and better than nothing. Marginal for pistol outdoor but with today's muzzle brakes it's a good idea to double up with plugs and muffs.

I really want a set of electronic PLUGS (not muffs). I can only find two models. The hunters game ear lineup, and a cheaper model for $70 at cabelas with TERRIBLE reviews.

Is there any option out there that's worth a darn that costs less than the entry-level game-ears (at $150 EACH)? It would be nice to get something at least comparable to the entry level (plus NRR 29) for $100 a pair-ish (+ or -)

You want something with an NRR of the upper 20's or low 30's. Those are IIRC about 16.

I use plugs and electronics. Tinnitus is no joke. Next gun show I'm going to look into the custom fittes earplugs. I think they don't reduce noise as much as regular plugs but don't quote me on that

I've use them for the last couple of years and just passed a recent flight physical. So...I'd say they are more than adequate for hearing protection. That said, no point in not over protecting your hearing, and in every case always recommend double plugging.

It depends on who does the work. I've had some that were next to useless. The last pair I had made, were so good, I couldn't hear anything. I had to have their "noise filter" put in so I could hear range commands. I usually wear them under my ProEars electronics.

Ive owned two pairs of fitted ear plugs and work fine for smallbore rifle which is what I was shooting at the time though they are poo poo for handgun or highpower rifles
Now I wear small plastic plugs under my Peltor Comtac's if i'm at a big multicaliber ranger like Angeles though these muffs work well alone aswell.

Id like to find a set of elec plugs too for a good price, yah 170 seems kinda high but if that's what it takes to keep my wife shooting that's what it will be

So far, all the cheap electronic plugs have been worse than nothing because they make you believe you're getting protection when you aren't. If you want good electronic plugs, you should expect to pay at least $300 and probably will end up closer to $600.

BTW, we're drifting from the OP's question. If you really want an answer to your question, maybe you could open another thread?
