Assuming the goal is precision shooting over the tacticool, what's her groups look like?
For every $1 spent on a firearm, you should spend $2 training with it.

Stay safe and stay legal. You can't protect your family from within a prison cell.

NRA Certified Instructor. Feel free to ping me about ad-hoc instruction and coaching.

If "target" shooting is defined as conventional pistol, this is my $0.02:

      a) Dry fire, dry fire, and dry fire some more. This will ingrain sight alignment and trigger control. You can do this at home and you only need a small black dot on a well-lighted wall.

      b) Buy a .22, if you don't want to buy a .22, dry fire, dry fire, and dry fire some more.

I offer private training in the SF bay area. Drop me a line if you'd like to discuss this in more detail.

There's an Oliver Smith who shoots at the Santa Clara County range, i.e., Field Sports Park. You'll find his name on the 2600 and 2650 NRA records lists. Watching him shoot is actually quite spooky. I'm not sure if he instructs now, but if one wanted to improve at target shooting, I'd try chatting him up to see if he was interested.

She shoots a Ruger mk3 right now.

As for at home dry fire practice, she would benefit more from learning from an instructor.
