The better question is what powder can you find right now! Once you have a suitable powder you can work up your load. I have tried Titegroup, Unique and AA #5.
I always load the min recommended from a manual and work down. I am just looking for a plinking round that is still accurate and I can have fun with. Also less powder keeps the cost down a touch!
They all have worked and they all have there lil quirks. For Plinking I am really digging the AA #5 5.5gr with 165 RNFP extreme projectiles.
The Titegroup is also good but very snappy it felt like.
Unique was my least favorite just because of the metering issues but its probably the most universal of them all"When injustice becomes law, resistance becomes duty."
