    8:44 into the video is this a safe way to prime a shotgun shell, with a solid dowel rod?

      Yes, that's safe. So long as there are no rocks, sharp edges or other protrusions under the primer on the table, you can press/pound the primer into the shell like that. The base of the shell acts as a "shock buffer". He takes added precautions by using a wooden dowel, a "soft" hammer and a separate plate as a work surface.

          Contrary to public opinion, primers are safe to touch and manipulate. They only go off if impacted in the center by a firing pin while supported on the opposite end by the bottom if a primer pocket. Many times primers fail to fire due to not having been seated all the way to the bottom of a primer picket, despite the best efforts of the firing pin. So, make sure you seat them all the way to the bottom.

            My MEC presses use a solid dowel to press the hull down on the primer. What's the difference? It's the NORMAL way to prime shotgun hulls.
