so im snooping around the interwebs planning my next order to make some real quality and precise ammo. so im looking into neck turners at the moment and i see some that can be powered by a drill and others are done by hand. is it just fine to use a drill or would i get better results doing it by hand? what does everyone use?

Neck turning is a pain in the posterior. If you aren't shooting benchrest competition you probably wont benefit from neck turning. I turned a lot of necks only to find it not worth my time. Purchase a neck concentricity gauge first to see if they have greater than .002" runout before worrying about it. Most factory rifles won't benefit from neck turning.
If you decide to turn necks, in addition to the concentricity gauge you'll also benefit from a tubing micrometer so you can measure neck wall thickness. Here's a good one:

The only reason I neck turn is to fit cases to tight custom necked chambers. However even that became such a pain that, in one instance, I ordered a new 6mm PPC barrel with a .271" No Turn Neck - just to avoid peeling the necks to .261". I turn necks with an RCBS Neck turning tool. It's cheap and fits my hand well, but you can go ape with turning tools, sky's the limit. http://www.sinclairintl.com/search/i...ning&ksubmit=y
I use a #749-011-486WS Sinclair Universal Caseholder/Driver Kit and a cordless drill to turn the cases. The necks come out a little better polished with the drill than by hand.

Don't forget the turner you select will need pilots. Also remember that if you peel enough material from the neck you may need a bushing type sizing die and correctly sized bushing to reduce the neck down to compensate. Minimum bullet pull requires .002" neck tension. You may need a full length bushing size die for a semiauto or tight chamber, or a bushing type neck size die and/or bushing style body bump die, and the bushings. RCBS, Redding, Forster and CH-4D offer the various dies.

21st century neck turning lathe is fast and easy!
It is not only for "tight chambers". I skim cut mine and it ends up producing less runout. But your level of ROI is up to you. It is on the edge of diminishing returns.
Anybody telling you fastidious brass and reloading makes no difference would be either unaware of true precision reloading, have a higher ROI threshold, are not chasing extremely low ES (not SD) for shooting ELR or not chasing uber small MOA much past 100.
2nd You need the measuring tools as mentioned.
I only turn once as I put new brass into service do if really is a minor amount if work

Neck turning does enhance accuracy, but it only results in a very small enhancement. My estimate is that enhancement is only going to be a .1" shrinkage in group sizes. I have the tools to neck turn, but unless you are shooting in benchrest competitions, you will never know the difference. There are so many other techniques that you can practice to tune your loads, that have a more significant affect on your groups. As it was said above, if you are shooting a factory rifle, you may never see the results.sigpicComment

Neck turning just like other brass prep work you'd do like head stamp sorting, weighing, squaring primer pocket, deburring flash hole, reducing run-out and trimming are all steps to reduce variable. Less the variables that more accurate your load test result would be if you do your part.
Neck turning gives you consistent sizing, neck tension, chamber seal, reduces run-out. Chances are you won't see any brass prep benefit out of an AK. In my experience, if you have the skills a .5MOA capable rifle 'can' benefit from neck turning and other brass prep steps.GCC
