Ground wire on powder measure won't help much with static. The plastic tube is not conductive which is partly why static charge builds up on it (instead of draining away).
Even a deionizer won't help much as the problem is the inside of the tube. A deionizer might help in dislodging stick grains/flakes.
Couple other tricks folks have some success with are washing the hopper with soapy water and letting it dry (no rinsing) so soapy water dries onto the hopper. There are anti-static sprays one can use - or you can just kitchen sink it.
Another thing that helps is using a anti-static mat or at least wearing a anti-static wrist strap - since you are touching all kind of things you might be transferring charge around - so ground yourself.
I don't know why the powder hopper is not made of a static resistant material ... I have not tried this stuff but I'm tempted.
