Don't back it out a turn from shell holder, back it out a turn from when it contacts the case when the ram is up.

this is an excellent point and a variable I have completely overlooked. I will have to measure when I get home.
I think it has a lot to do with the powder coating grabbing the sides of the case neck. then again it has happened with uncoated lead bullets. I will remediate with the solutions posted here, retweak my die setup and post my results.Retired AccountComment

If your ID is fine, maybe try a Lyman M die. Might help by flaring the case mouth a little extra.

This is happening to me as well while using 7.62x54r cases but I believe it's caused by trying to press .311 bullets into the cases which have only been opened to .308. I've got a .311 expander in the mail as I type this so hopefully that will rectify the problem...______________________________________

I dont think I had enough deburring of the case mouth; was catching on the powdercoating and crunching the cases. I gave the rest of them a little extra love and they all seated just fine.
to the comments/suggestions aiming at too much crimping. impossible as i did not apply any crimping.Retired AccountComment

I know you know how to reload, I knew it couldn't have been a die/crimping issue.NRA Life Member
