Prudence says, 'yes'. But in my experience (I've bought a lot of Lapua) no.
I've only had one box of 100 (.308) that opened up with non-concentric necks.
Assuming you're shooting the intended brass in a bolt gun that you usually use a bushing type die, it's probably a good idea to run the new brass through it to get the neck tension consistent.
