The inertia puller should work fine. I have used one to fix some like you describe. Go slow and when it is out far enough but not too far, use your seating die to reset.

If the case is damaged, do them all the way. I know it is time consuming but it can be done. I pulled down 1200 rounds of 7.62x54r that way.

Holy neck tension (or lack of!)

Dude, do not use a dremel or any power tools.

Will needle-nose-plier-marks on the tips effect accuracy that much?
Not to my knowledge, if you are firing factory M855. I am sure you could cover them with a thin-layer of rubber(, or scuffed electrical tape)... that might work.

I have some 40gr V-Max rounds I picked up when they were real-cheap with pull-marks pretty gouged into them, and they seem to shoot fine out to 100yd with Iron Sights from my 20" H-BAR.

yep, you really have to whack the hell out of them on something pretty hard. I reload in my closet, which is carpeted so I saved one of my old steel-toed workboots to use for this. I have a collet puller but trying to pull down ancient 7.65 argentine mauser surplus I couldn't tighten that sucker enough to pull the bullets. few whacks on the boot with the inertia puller and out they come! and you don't booger the bullets up either, an added plus. get another inertia puller and two-hand it! yeah, the dremel idea was not so bueno but no need to keep flaming the guy. we've all thrown out ideas before without fully thinking them through.

The wrist speed is what u need. The puller is made to take a beating so you can swing away. Don't use it like hammer, use more of a rapid badmitton flick of the wrist ......hammer speed it most important.

Is the load otherwise safe? That is to say a "factory" load?

If so, you could knock them back out, and re-seat them to the correct length. Saves you from spilling the powder in the kinetic puller, and re-measuring the charge.

Use a tube cutter if you're not planning to keep the brass.

I'd love to see that on Youtube. Make sure you have the camera running when you try this.

You might be able to stick a piece of wood in the kinetic puller to stop the bullet from coming out completely so you can just re-seat them to the same OAL and shoot without fully removing the bullet.

If your New Years resolution was to get some exercise, this project should get you started nicely. Whacking away at 300-400 rounds will take some time but worth it in the end.

I have good luck whacking an inertia-puller against Concrete, tile, or a block of wood in the reloading room (on top of carpet).

3/4" steel plate on top of my bench. Usually 2-3 hits does the job.

Brass is a soft metal and doesn't spark like steel would... If your that scared drill a hole and pour out the powder if that's such a big concern.

Press mounted bullet puller is the safest and fastest. RCBS makes a die for it, collet sold separately.
