ab 711 Lead: reloading for target shooting

Does anyone know if , after July 2014, we will be able to order lead bullets into Ca? After reading AB 711, I see no restrictions on sale, but bans on use in hunting. Would it be wrong to expect sales of lead bullets to continue post ban?

no restriction BUT that just means that target shooting and ALL ammo will be next on the hit list if they are lead
