Ammo question

Well, this may seem like a dumb question, but I would like to know if anybody knows whether or not this ammo is legal:

Maybe I'm just being stupid, but I think it'd be fun. I know explosive ammo and incendiary ammo is illegal, but does anyone know about this stuff specifically?

A friend of mine is a custom loader for specialty ammo and as long as he does not exceed a certain quantity of the flash/bang powder, it does not constitute a destructive device. However, in California there may be a specific ruling against their possession, use would definitely be a problem because it contains a flammable product and would be a fire hazard. In Arizona we could have them but could not use them unless you could prove safety measures were in place in case of fire. They are novelties and some fun, but they really were built with a purpose originally. My dad's uncle used them to keep the birds away from his small crop area on his dairy farm.

Incendiary and explosive ammo is illegal in commiefornia. but it IS fun.
What specifics are you looking for. You shoot it and it explodes on impact with any solid object. Just hit your assailant in the head, chest, or gas tank. One is all it takes - Guarenteed. (JUST KIDDING!) Some rounds are better than others. So checkout different brands.
