Reloading: Case Neck Preparation/Tools

I decided to invest in 30-06 cases to downsize for 25-06,
and I can see I will need to do some case neck prep
to correct case neck diameter,
there are a lot of tools on the market, asking for some advice on what tools work the best for you before I put some $$ down,

Where are you located?
Why do you not just buy 25-06 brass to start with?

Because 25-06 brass is pricey and harder to find,
I can always find 30-06 brass, and also as a back-up
