Well, all I do is deal with controlling treatment systems that have hazardous waste and pollution cleanup as part of their function in my job, all day, every day, and have to talk to the state and federal agencies that write the permits that allow it or fine those that don't, and have seen what happens when people think a reg says something, when the interpretation is actually up to the agency in charge of it, but you, on the other hand, know how google works, so I'll defer to your expertise in this matter.http://www.calrecycle.ca.gov/LEA/Tra...eclass/yep.htm
