I need experienced reloader near Monterey, CA.

I'm looking for someone to load a 168 gr. Keith SWC in .357 Magnum at 1500 FPS from a 6" barrel... If you are up to the challenge, I would like at least 20. I have trade options: silver, .45 ACP, 40 S&W, 223. Lets barter...

I hate to say it, but you're probably not going to find anyone hear that is going to do handloads for you. The liability involved is too great for the hobby. Although I feel perfectly safe with my reloads, I am the only one that fires them. On the other hand, if you would be willing, you may be able to find someone that will sit down with you and allow you to load on their press.

To the OP. You and we may not agree with it, however it is against the law for anyone to sell their reloaded ammo with out the proper FFL licensing and a million dollars of liability insurance. Cover the cost of those two hurdles you might have reloaders lined up to make your ammo.
