Who will custom load 30-06 for me ?

I don't have the time or space to reload, but I'm not satisfied with the quality of commercially available 30-06 match ammo. Most is designed for a semi-auto, and I'm shooting a bolt-action gun. Does anyone do custom reloading anymore ?

Unless someone has a license to manufacture ammunition with liability insurance, they would be crazy to sell you custom handloads. If someone with the legal capabilities to do so offered this service, I'm sure they would charge you a lot for this service.

Hypothethically speaking, if I were in this type of business, I would require the customer to provide the gun the ammunition was going to be fired from. I would take a cast of the chamber for my records in case something happened while the customer shot the ammo I made for so I could prove that my ammunition was manufactured correctly for that chamber. Then I would get specs from you as far as what the customer planned on using the ammunition for (hunting, high power across the course, long range, etc). Then I would choose components and work up a load as appropriate. After that, I would figure out some sort of base charge for the initial labor of finding the right load for that specific gun, and then begin negotiating some sort of ammunition sale (how many rounds, pricing, etc). Personally, if I were legally able to do this, I would probably charge at least $300 just for the labor of initial research and testing + more $$$ for equipment and test components I did not already have in my toolset.

But that's just hypothetical.

After stating all that, your best bet is to simply sell the gun and get a .308 which has a better selection of "match ammo" that will most likely work for the gun. That is assuming you are hardset on not reloading. Or just settle on the match ammo that's out there for .30-06 (Federal GMM, Black Hills Red Box, or maybe some Hunting Shack ammo). I can't imagine that the match .30-06 ammo out there right now isn't getting you at least 1MOA in your rifle. 1MOA is plenty accurate for any person that doesn't want to handload.
