    Winchester small pistol primers problem

these primers seem not to set as deep as my federal primers in 9mm but seem to be fine in my 38 special? any one know why or had this problem before?

Shoot em! I have used Winnys and CCI SPP interchangably.
If you want change you have to put in your 2 cents, you can't just sit on the sidelines and whine.

Check you brass if it is military head stamped that may be the difference.

Having said that if it is below flush go ahead and shoot it.

Probably some Crimped Primer Pockets. Either swage them or ram the primer in there, as long as they are flush they should fire. After the first reload they will get easier.
