I wouldn't try that in anything less than a Mosin Nagant, or similarly over-engineered bolt-action rifle. I'd also be standing behind solid cover holding a string attached to the trigger. Did I mention the fire extinguisher?

Oh, and that just might qualify as manufacturing an explosive...

@sin68 since it seems that gasoline is almost a fail... Another easy to obtain item could be rubbing alcohol? Just throwin it out there.

Theoretical, and most probably dangerous (don't try):

Seat new primer;
Seal primer edges with nail polish, wait until dry;
Place one-2 drops of gas in case (99% Isopropyl?);
Cap with projectile, seal bullet with nail polish, wait until dry.

Would this work if powder was unavailable?

Anyone know someone that did some make-shift wartime propellants as a civilian in a war, and what did they use?
