I just thought I'd post this for those of us who just neck size for rifle but don't know this trick. I learned it from one of my local gun gurus, and it works.
I stopped lubing my brass when I neck size. I have a little plastic butter container which I've filled with small shot. Then I put graphite in and shook it up. You jam the neck down into the shot and it lubes the inside and outside. The graphite is easier to clean off and the tiny bit in the neck can be blown out. Plus... a stray amount of lube won't get in and ruin your powder.
Hope this does someone else some good.
