I agree with everything written above. Try those options first. I have not had an issue with chambering 9mm in my barrels using a Dillon 9mm die. Different cases will have different lengths and wall thickness which may affect the crimping stage. Check your crimp to just remove the crimp or just 0.002" smaller than bullet diameter PLUS the wall thickness of 2 walls. (wall+wall+bullet diameter = crimp measurement).
Like a stated before, I haven't had issues with Dillon dies and my barrels, even with Glock fired cases. I've had rounds that did not pass a gauge test. If it frustrates you enough, buy the Lee FCD or Lee Bulge Buster Kit.

It doesn't have option for 9mm, but people have had success (including myself) with a Lee FCD in 9x18 Makarov 90807 and removing the internals. You can't use the standard 9mm FCD, they have different measurements. Then you can use as a push through die with the Bulge Buster. Remember to use a good lube with lanolin when using the bulge buster (sometimes a little bit of extra force is needed). Then your round should pass the case gauge test. Try to look for some tutorial or instruction online before attempting. You can set up a different toolhead on your press or buy a good value single stage press to use. If you are not that comfortable with that, just use the barrel plunk test and move on.
Also, try and stay away from foreign brass, they seem to give more trouble than the standard brass found on the range. Good luck.
