    It isn't loctite, it is a red-enamel paint. If the inertial puller is not delivering enough force then you will have to go with a collett type puller. That kind may damage the bullet during removal.

      Push the bullet into the case a little to break the seal, then use your kinetic puller.
      How you push the bullet in is up to you....

            Might want to give the primer some thought in making dummy rounds. Live primer in a dummy round could prove to be interesting.

              Good point Chief, I was assuming (***-u-me) that he would be smart enough to remove the primer once he unseated the bullet and dumped the powder.. but better safe than sorry.

                I saw this guy on youtube make dummy rounds. He would take spent primers clean them out and then line them with pencil eraser rubber to help reinforce the primer and give the firing pin more resistance. He would use the primer as a cookie cutter against the rubber eraser to fill it. Or use glue gun...

                  In this youtuber the dude has a cheap bullet puller and he says he has to hit it against concrete for it to work, claims it never works when used against wood etc.
