Is there a way to full length size 30 30 brass without a press?

You need some kind of press to force the brass into the die with enough force. A hand press is the absolute minimum and I wouldn't recommend that for rifle cases.

isn't there a die that you could use a hammer to tap in and out?

        Uh, no. Get a press.

you could order a lee loader. doesnt require a press.. i have one i use to load 223 sometimes when i dont want to use my press and it works great.

well I wanted a classic loader(tap in tap out) but im reading after three or so loads, i may have to full resize when the brass no longer chambers in my 30 30 lever gun. Lee also makes the hand held press(like a big pair of vise grips) Im wondering if that would be the way to go (on the cheap) OR maybe I'll never need to full length size. I don't know.

I use the Lee hand press at the range for load development now. When we're having babies I had to put my reloading stuff in the storage. I used the Lee hand press for reloading primarily for a few years. It's slow but works and takes up no space at all. yes, it has enough leverage.

is the hand press incapable of neck sizing only? if so, does that shorten the brass life?

The lee hand press will full length size 30/30 -
I think the lee loader neck sizes only --
There are old lyman "hammer" full length dies around from the tong tools, drive the case in with a wood block and hammer or use a vise to squeeze the case in.

the Lee hand press is a 'press' designed to do reloading duties. I use Lee collect neck sizing dies, Redding, Forster, RCBS neck/full length sizing, seating, expander dies on it w/o issues. I'm not sure where the notion of a hand press wouldn't neck or full length size come from. Make sure to lube the brass properly.

For auto loaders you need to always full length size the brass.
Neck sizing is only for bolt guns and you should full length size them after 2 or 3 neck sizings/firings. if you can, bump the shoulder back just .001" to .002".

I think you need to take a reloading class.

Lyman used to make a die that full length resized by hammering the case into it base first like the lee loader. I have one for problem cases in my 6.5 Jap.
I see them on e-bay sometimes
