Imperfection in chamber/short throat?

A friend just bought a bolt 308 and it is sticky on extraction with factory ammo. Every bullet comes out with a mark like this on it:



Below that there's a light circle all the way around the bullet and then that heavy mark. This is with every kind of ammo I've tried. Any ideas? I was thinking that the chamber is either really tight or the throat is very short...

Anyways it looks like the headspace is way off so I guess it has to go back to the manufacturer.
