I bought a bunch of the Widener's stuff. It does not look like the sample in your pictures, the base is definitely different.

It look like mil surplus pulled bullets. That guess is base on what look like a crimped marked on the bullets.

I have a large stash of what appears to be the same bullet, but mine are .311 which makes me think Triple R is on the right track. I bought mine from a seller on gun-broke that sells a bunch of pulled surplus resized bullets and I was able to get these before they were resized.
This photo is showing they are roughly 1.25" long and have the wide and smooth cannalure. The smaller bullet next to it is one of the bulk Hornady generic .308 150gr that Midway sells. BTW, the left one does not attract a magnet, the right one does.
