as for learning on a progressive, it can be done. my first press was a dillon 650. it all depends on how inclined and patient you can be. granted i'm an aircraft mechanic, trained to read manuals, mechanically inclined. but, you'll be hard pressed to find a dillon setup for 400. who's to say that 400 is all he can ever spend on reloading.

if i was in this guy's shoes, id pm bongos and see what hes good, probably a better way to go than all new, and maybe have a few bucks left over for primers and such.

lee presses and dies are ok but their powder measure and scales suck. the next problem is case prep, figure about 100 to 250 for the gear. starting with a hornady lnl or rcbs starter pack is not a bad idea since you will upgrade the the extras anyways. you will want a single stage press, i know of know of no one that uses a progressive with a single stage. 400 is a little short for a decent reloading bench, like all gun things figure about three times that when you are done.

I'd get the best gear you can afford. I started out with the RCBS Rock Chucker kit back in the 1970s and still have (and use) most of it. I have a Dillon 650 but still use the Rock Chucker quite a bit.

Just a wrench?! It's people like you that allow me to be confident in the air. Hopefully I'll eventually get certified to work on planes. When I get older, I would love to own a piper archer, and being able to work on it myself just seems extra awesome.

You may want to send a PM to a member here named "Denver Duck". He is always selling and swapping used reloading equipment. And he is a great guy with a ton of knowledge about presses. He would be my first call if I needed a press.

For new equipment on that budget, you'll likely need to go with a Lee press.
Check between Grafs and Midway for the best current prices - keep in mind that Grafs only charges $5 for shipping.
You could buy everything listed below for about $450
