20 to 30 a box of 25 Rnds? I use Speer Gold dot for HD myself. LEO ammo is good for HD and there are no restrictions on using it, but would be very expensive to target shoot or plink with when you can buy a box of 100 WWB for 39 bucks, Or reload 500-45's for $93

          No.

I think if you contact the manufacturer you will find the powder blend is made to reduce the flash at night. Not that it is a super performing round in any way.

I haven't seen a LEO ammo box that stated "for LEO use only".

No restrictions that I know of, however LEO's have some privileges that normal people don't have.

                        Perfectly legal.

The manufacturers prefer that it be sold only to LE, and a couple have a habit of pulling the line from vendors who sell to the public, but it's a business thing, not a legal thing.

Personally, my preferred option is Speer GD JHP, but if that's not available, I'll take Winchester Ranger SXT or Federal HST.
Avoid "Hydrashock" at all costs. It was good stuff 30 years ago, but it hasn't been the best JHP design for a long time. It tends to plug with denim and act like a ball round.

Usually it has to do with the labelling of said ammo. The LEO only stuff usually is very basic boxes.. or boxes not labeled for retail sale.. there is nothing that says you can't purchase and use it.

Speer GD, Federal HST, and Winchester Ranger SXT LEO packs look just like their FMJ packs, maybe a different color, which look just like the 20rd "civilian" packs.
The only difference in those 3 brands is the size of the box.
