    Is it legal?

For an adult not 21 years of age to use and own 9mm bullets?

I think you may have to be 18 years old or older... but I could be wrong.

    I stand corrected.

i believe its 21 since 9mm is primarily a handgun cartridge. I know that before i was 21 i never could find a gun shop that would sell me .38 cartridges so i could target shoot my dads .38. He always had to get them for me.

i think you cannot buy handgun ammo at local shops being under 21.

you can however, 18+ get a handgun through intrafamilial
        transfer.

so you can probably own and use the ammo

Before I was 21, I just said they were for a rifle/carbine in that caliber.

IIRC transfer is controlled. Possession is not.

          Someone cite the PC/CCRs?

From what I understand u can have or own as much as u want but u cannnot but someone canno sell them. I don't think it's illegal to buy them but for someone like a shop to sell them to u. I'm sure I stand corrected.
