Does the new (stupid) ammo policy that (I believe) takes effect in February effect those of us that buy reloading supplies in ca.? If so...How?

AB962 amended the California Penal Code. Section 12316(b)(2) reads:
"(2) For purposes of this subdivision, "ammunition" shall include,
but not be limited to, any bullet, cartridge, magazine, clip, speed
loader, autoloader, or projectile capable of being fired from a
firearm with a deadly consequence. "Ammunition" does not include

Looks like the bill restricts bullets, i. e. the projectiles, but not the other components. So, get to casting, Californians! Get to casting! Buy that lead, from eBay if you have to!
That "include, but not be limited to" part is probably unenforceable and challengeable in court. It is far too broad in scope. By that language, a computer screw could qualify if you throw it at someone. Paging Librarian.AB962 amended the California Penal Code. Section 12316(b)(2) reads:
"(2) For purposes of this subdivision, "ammunition" shall include,
but not be limited to, any bullet, cartridge, magazine, clip, speed

firearm with a deadly consequence. "Ammunition" does not include
blanks."
That section deals with prohibited persons.
"(1) No person prohibited from owning or possessing a firearm
under Section 12021 or 12021.1 of this code or Section 8100 or 8103
of the Welfare and Institutions Code shall own, possess, or have
under his or her custody or control, any ammunition or reloaded
ammunition.
(2) For purposes of this subdivision, "ammunition" shall include,
but not be limited to, any bullet, cartridge, magazine, clip, speed
loader, autoloader, or projectile capable of being fired from a
firearm with a deadly consequence. "Ammunition" does not include
blanks."
Please don't spread FUD and guys please don't parrot FUD. All you are doing is confusing any vendor doing a google search on this issue. I sincerely urge you to stop doing this without checking your facts.

Let me start off by saying that I am not trolling or trying to call anyone out on this. I am only trying to determine what is fact or opinion and what to expect next Feb. I have been spending my firearms allowance on reloading components thinking that I will not be able to do so after Feb. and would rather not do this if it is unnecessary. I have already seen postings on retailers sites that they will not be selling ammo to Ca after Feb unless it is through an FFL. Unfortunatly I have a very difficult time reading legal codes and laws. I get frustrated do to the fact a lot of it seems vague to me and then my brain doesn't want to work correctly any longer. I am definetly a left brain person.
OK I read the thread that the link in post 12 refers to and it didn't really clear anything up for me. Some said it did ban components and others said it didn't. Didn't really see anything concrete here, just opinions.
I read the Wiki in Librarian's sig line and it said "Can I still sell ammo to California residents? YES!". I am not sure who "I" refers to. Is that me (ca, resident) or anybody (out of state merchants). The next section refers to what will be considered handgun ammo if AB 962 gets implemented. Does this mean that all are in agreement that handgun ammo will be banned from internet sales and must be purchased FTF?
I am also curious why the Wiki mentions that it doesn't think that calibers such as .223 and 7.62x39 will be considered handgun calibers and be affected by Ab 962. I was told that I cannot purchase AP ammo in these calibers because they are considered to be handgun calibers.
I am trying to be prepared and don't want to spread any FUD so any direction to facts rather then opinions would be appreciated. If all we have is opinion at this point that is fine too. Just trying to cut through the haze that is "California's" firearms/ammo laws.Never return fire!

Let me post what I posted earlier. Does not get any clearer than this. No opinions, just the PC (12316 b). You can't take (b)(2) out of context. It relates to (b)(1).
