What are the limits to powder/ primers in LA County?

So, from what i've heard its 10k Primers max or so...
I'm not really sure, though i have heard about this, and I am way under the limit on primers and powder i'm sure...

I have some family members questioning this topic, what are the laws on having primers/ powder on my premises? For LA county, or more specific, Whittier?

believe you need a permit from the FD, that why i keep 50 Lbs of powders in each of 3 different locations. I shouldn't say how many primers i have.

Been hashed out before: CA Law is 20 lbs of powder, and no limit on primers. However, the National fire code is 10K primers. I don't know what LA county does.
