I would just start with a basic progressive setup...but that's just me. If you take your time to learn everything about setting it up and what each stage does exactly, you'll find yourself advancing fast enough that you will want the next best thing very quickly. As long as you start off slow (not focused solely on load rate) and follow all directions/details to the T, you should be fine starting off with a progressive press.
As other members said, you will need a press setup that is complete, powder, primers, brass cases, and bullets. You should get a good reloading manual first and foremost before you start anything. And lastly, you will need lots of time. You'll spend quite a number of hours reading this and that but it will pay off.
