you could get a bullet puller, pull the bullets, separat the powder from the cases, then reload them yourself with your known powder charge and re-seat the bullets.

Around here they like to load 9mm to higher pressure than it was designed for (9mm major) for open guns.. if you tried shooting them in your run of the mill 9mm whosit, it may do some damage.

A 12 cent ( 20 or 25 cents if factory) 9mm round is worth tossing when there is a chance that it could ruin my $1400 tricked out XD, or worse yet myself. 100 or even 200 rounds would be worth passing on. I don't pickup or chamber unknown ammunition. If I drop one in the dirt when I clear my gun after a stage, I only pick it up if I followed it the whole way from the chamber to the dirt with my eyes, and am sure that it just came from my gun. Some people pick up rounds laying on the range like they are a treasure and are meant for their gun. I treat them like poison.

It is illegal to sell reloaded ammo without having an FFL.
If you don't know the origin, give it back to the guy you got it from.

Unfortunately this is going to be a big problem for us Californians when there will be so many reloaders out there reloading bad rounds or pushing the load data. Load your own ammo for your own guns.

Some people are more willing than others to take chances. Mistakes with guns, particularly reloaded ammo, can result in catastrophic failures. If you are lucky, only the gun is destroyed. YMMV

Depends on who reloaded them, but the same goes for any caliber.

There are some people who should not be allowed within 100yards of a reloading press. Then there are people who I would allow to shoot their reloads near me, but I wouldn't want to shoot them. Lastly there are people who could hand me a bag of random reloads and I'd shoot them out of my favorite most valuable gun without a 2nd thought.

                  Know your source.

That's why it is illegal to reload ammo and sell it unless you have the proper FFL (06 or 10).

And a proper FFL assures what exactly? Do you have to pass a reloading test to get a FFL?
