There was a temporary blip in surplus .mil ammo being re-catagorized to require mutilation of the brass, but that lasted about one week, due to pressure from ammo makers and the public to their elected represenatives.

Not sure what law you are talking about but it will never happen. As long as there is a spent case, someone will be picking it up for reloading. I'm like a thief in the night, I pray on noob shooters with rental guns and when they walk away I snatch up their brass BWAHAHA
