50 BMG- removing the tracer element?

I've been looking for a cheap (well, cheapER) way to reload 50cal and keep finding tracer and incendiary rounds at a price WAY below that of California legal ball ammo. Is there any way to scrape or burn off the tracer element prior to assembling the rounds so as not to be in possession of evil tracer ammunition? I figure a box of tracer projectiles would be legal until they are assembled into ammo.

    Ideas?
