is $250 a good price for a used dillon 550B?

As a novice, what should I look for that would be a deal breaker?
Like wear in certain places, etc.

I am a complete newb to reloading and have been looking for a good deal on a used, reliable setup that I can grow up on...

It depends on what it comes with. Wear isn't a problem, Dillon's lifetime warranty is in effect. They'll completely rebuild it for the cost of shipping.

The best deal on a dillon with 5 caliber conversion kits and dies I've ever seen....about $800.00 worth of stuff I'd venture to guess.
