So who generally has the best prices on powders when they are in stock. I know eveyone has the hazmat charges but it seems that shipping and handling prices are going up.

I second that.
Powder Valley is good...and sometimes Natchez has good deals as well.
It's just a matter of siting down with a calculator and figuring-out the bottom line. (Price of powder, shipping fees, Hazmat, etc...).
