Explosives label ?

When did smokeless powder get reclassified as an explosive? I noticed the last case of Hodgdon powder was labelled "EXPLOSIVE 1.3C". It has always been classified as "FLAMMABLE SOLID" before. Does this change the legalities of how it can be shipped, handled, or stored. I'd hate to think the authorities can now keep me from having smokeless powder in a my residence without special permits and/or taxes. Are we being set-up?

Smokeless powder is a flammable solid, not an explosive. Black powder is a low explosive. I think it might have been mislabeled. Sometimes I've received powder in a primer [shipping] box and it was still labeled as a 1.4 explosive, when it should be a 4.1 flammable solid. Confusion lies in the listing on the table for a "powder, smokeless" and "smokeless powder for small arms". Gunpowder is "smokeless powder for small arms" and should be shipped as a 4.1 flammable solid. I'm a hazmat certified shipper and haven't been updated as a class change.

That is good news. I thought the government had gone ahead and reclassified it anyway against the outcry that occurred last year.
