"If" they made a 38 special case that was the length of a 357 mag. Then they would call it a 357mag case.
If you reloaded, you will be able to download the powder charge to equal that of 38spl power factor.Don't you know the rule?? Never open the safe in front of the wife!!! -
I would advise against that. Undercharging a load can cause excessive case pressure and cause it to explode. That is why there is a minimum starting load listed in ALL reloading books.

Hey, can we cut this guy some slack. We were all one time new to guns.
I don't think 'spiros' is a reloader, as he asked about factory 38 Special and may be unclear on some of the terminology.
For your Winchester '94 you really should get more than one brand and/or type of 38 Special ammo and see what your rifle likes.
Each individual rifle may prefer one type of ammo over another.
If you are lucky, it will eat whatever you feed it.
I do have a Marlin 1894 lever action rifle in 44 Magnum caliber.
I am lucky that it seems to feed 44 Mags and 44 Specials and is not ammo picky at all.
Maybe someone here that has a similar rifle will chime in with what 38 Specials work best for them.------------------------------------------------Comment

I had no problem shooting 38's in a Marlin 357 lever action.
Some of the minor 357 loads are same as 38+P. Check a reloading manual.Actually I only started collecting Milsurps 3 years ago. I think I might own about 24...They're cheaper than guns that will most likely never get the opportunity to kill somebody...
I belong to the group that uses firearms, and knows which bathroom to use.
